Loretta was born in Longview, Texas on August 16, 1954, to Mattie P. Carter & John Ester Smith. Loretta attended Southside Elementary, Maggie B. Hudson, and Womack (Longview High School). She graduated from Longview High School in 1972. She attended Beauty Maker College for Cosmetology. After graduation, she flourished as a hair stylist & wig professional. She was an entrepreneur, owning her own wig boutique for three decades.

She began her Christian walk as a child joining Parkview Baptist Church under the tutelage of Rev. Russo Ray. She continued to serve through faith at the Parkview Baptist Church and was instrumental in promoting women’s Christian health. She hosted many women conferences and workshops to encourage women to embrace their physical, spiritual & mental health.  Loretta’s passion was interior designing.

She was preceded in death by her mother: Mattie P. Carter and father: John Ester Smith.

She leaves to cherish her memories two daughters: Tanesha Booth (Dewey) and Arrielle Carter; grandchildren: Traverus Head (Cassandra), Torey Sanders (Rosa), EiraAlyse Richardson, and Teegan Richardson; great-grandchildren: Tristan Sanders and Graciela Head; eight siblings: Eligia Carter Sr., Betty Jones, Joyce Williams (Ricky), Eddie Williams (Saundra), Freddie Williams, Gloria Williams-Cooper (Anthony), Patricia Williams, and Tony Carter (Regina); along with a host of other relatives and friends that loved her.
